Some advice
In the databases above you will find researchers and/or SMEs advertising as "Partner Wannabes" for different projects, and you can also put in your own advertisement to let the world know that you are looking for partners for future FP7 projects.
However, the general rule is "friends before funds". Use your own contacts in other european countries to find out if they are active in FP7. Go to the Cordis website also to browse their excellent Project database. Click on Projects to search your field of research for projects in FP7. You can also search the earlier programmes: FP4, 5 and 6! Maybe you find a consortia you could join?
If you wish to come in contact with academic researchers/research groups, you are also welcome to contact the Grants Offices at the universities. They have long experience of framework programmes, and cooperation with academic research groups gives you access to the Grants Offices expertise on regulations, administration- and innovation issues within FP7.
